I am beginning to suspect that the padding in the budget is a direct result of the CM demanding justification to increase taxes and levies. Padding a budget is one sure fire way of doing this. If this is found to be the case, then everyone involved, CM, Utility Director, Asst. Utility Director and department heads should be shown the door.
