The PBSO numbers may not stand up to a close scrutiny. For a grow house to steal $30K of power per year, they would need to use 60 kW/month minimum. While it is possible, it is not probable that this could be in a residential setting as their loading alone would blow all but the largest single phase transformer, and the adjacent residents would begin to notice the low voltage. To use this much power, the grow house should be located in a industrial/commercial building and would want to be the only large load on the three phase transformer bank.

Its much more probable that the neighborhood grow houses consume 5 - 7K whr/month, but even if this power is being stolen, this should be easily detected by the utility meter reader and his/her nose.

PBSO could clear out all of the grow houses in any neighborhood by permitting a single drug dog to accompany the utility meter reader for one day/month. This would have worked for that huge grow house that burned down in LW a couple of years back. There is essentially no reason for the PBSO not to use this method to clear nearly all drugs from LW.
