Independent professional and technical engineering work requiring applications of standard engineering principles and procedures independently perform more complex engineering work requiring application of standard techniques, procedures, and criteria in carrying out a sequence of related engineering tasks. Exercise judgment in decision making related to selection of engineering alternatives, techniques, procedures, and criteria. Through knowledge of engineering principles, procedures and practices applied in planning, location, design, construction, and operation in area of assignment. In this position the applicant will report to a designated supervisor and work under general supervision receiving instructions on specific assignment objectives and complex features.
Knowledge, Skills and Abilities:
Entry level: Prepares long and short-range master plan studies; Assist in design and preparation of plans, specifications, and cost estimates for changes, additions, and deletions to the engineering projects; Assembles and assists in the correlation or data and preparation of routine reports needed for operations control; Assists in inspection of construction work in progress to determine whether proper materials and workmanship are used and compliance with plans and specifications; Assists in the assembly and preparation of data, reports, and cost estimates used in budget preparation; Assist with revision of plans for contracted improvement projects by consulting with engineering firms; Compiles engineering statistics on proposed and completed reports.
Experience As a certified Florida-Engineer- in- training (FE): Prepares engineering analyses of modest difficulty and writes specifications and reports; Assembles and assists in the correlation or data and preparation of routine reports needed for operations control; Prepares long and short-range master plan studies; Assist in design and preparation of plans, specifications, and cost estimates for changes, additions, and deletions to the engineering projects Assist with revision of plans for contracted improvement projects by consulting with engineering firms; Assists in inspection of construction work in progress to determine whether proper materials and workmanship are used and compliance with plans and specifications; Assists in the assembly and preparation of data, reports, and cost estimates used in budget preparation; Assists in training or orientation of new engineering personnel.
Professional Engineer: Prepares engineering analyses of some difficulty and prepares specifications, process studies, research investigations and reports; Requires negotiating skills and diplomacy; Evaluates, selects, and applies standard engineering techniques and procedures; makes minor adaptations and modifications; Inspects construction work in progress to determine whether proper materials and workmanship are used and compliance with plans and specifications; Designs, prepares and reviews plans, specifications, and detailed cost estimates for changes, additions, and deletions to the applicable area of assignment; Designs, and develops equipment with relatively few complex features; provides consultative services to management relating to sound environmental practices; Assists in preparing departmental budget estimates by assembling and preparing data, reports, an cost estimates; prepares long and short-range master plan studies; represents organization interests to a variety of outside groups.
Education and Experience: Bachelor’s degree in Science in engineering and Technology (ABET) accredited institution.
Certifications:
FE: Valid State of Florida Engineer –in- Training certificate may be required.
PE: Professional Engineer license in the State of Florida or ability to obtain one within six (6) months of employment

The question that eludes most consumers of LW electric is the fact why are they once again looking to fill this position. How many engineers have held this opening during the last 10 year timeframe? With all the workload proposed by the utility a stable workforce is essential to a coherent plan and it's execution. Why is it so difficult for LW to retain qualified employees, is the commission and/or the EUAB asking the right questions as to the nature of the extremely high turn over in an industry that traditionally has very high retention rates. This is one more indication that the electric utility is a mismanaged money pit based on incompetence with no indication of needed changes. SELL THE UTILITY.

I can't understand the apathy shown by the ratepayers, millions of dollars have been squandered and people don't care, incredible. Have you heard anything about 6 million dollars that somehow disappeared???? Only in LW.

The former chair of the Electric Utility Task Force says it is closer to $8 million that went missing.

We have a commission more interested in social issues, parades, economic growth at the expense of a neighborhood, shiny objects and traveling.

They are reducing the cost of electricity, one way to eventually stop the waste but it is impossible to even get the kwh cost of power from when we had FMPA to OUC to see if we are indeed saving money. Since we can't get the figure, one can only assume that there is no savings at all. Maybe it's costing us money.
