Town Hall Meeting in Lake Worth

Invitation only Town Hall meetings are in the works and will be held over six weeks. The first meeting will be at the Lake Worth City Hall on October 1.
Where is the "invitation only" language in the link? The only reference I could find was "Participants will be invited to take part in a six week dialogue group."
The way that I am reading this anonymous at 5:28, if participants will be invited then they will get an invitation to participate. How do you interpret it?
